CMS to Begin Utilizing 2015 Life Table

Starting January 5, 2019, the Centers for Medicare and Medicaid Services (CMS) will begin using the CDC’s “Table 1: Life Table for the total population: United States, 2015” for Workers’ Compensation Medicare Set Aside (WCMSA) life expectancy calculations.  This means that for any WCMSA proposal received by CMS, or where any WCMSA case is reopened on or after January 5, 2019 the Workers’ Compensation Review Contractor will apply the CDC’s 2015 Table 1 for life expectancy calculations.  Given that CMS approvals are averaging a turn-around time of 20 business days, all WCMSAs submitted to CMS from this date forward should reflect the 2015 life table.  However, as with similar updates, the increases noted on the life table are minor, and the rounding procedure utilized by CMS should result in use of the same life expectancy in many instances.  A link to the updated Life Table can be found here.
